In modern society, workers take up a job and participate in industrial work, which is divided into different tasks. Industrial work is organized and structured through industrial activities centered on companies, but in actual industrial activities, company plans are not always suitable for the health and hygiene of workers. In other words, companies are often focused on the efficient combination of materials and production technology, and often neglect to protect workers from accidents and occupational health problems. Therefore, it is necessary to consider plans to enable workers to properly utilize their human capabilities, and to set environments, work methods, and workloads that are in line with the human physiology of workers, and to plan the organization of work in industrial sites, the environment, machines, and equipment so that they can maintain health, and to correct inappropriate plans that have already been established.

近代社会にあっては，労働者は職業に就くことによって分業化した産業労働に参加する。産業労働は，企業を中心とした産業活動によって組織され編成されるが，実際の産業活動において，企業の計画が労働者のための保健衛生に適しているとは限らない。すなわち企業の関心が資材と生産技術の効率的な組合せに集中し，労働者を災害や職業性の健康障害から守ることがなおざりにされることがしばしばである。そこで，労働者の人間としての能力を適正に発揮させるための計画や，労働者の人間生理に見合った環境や作業方法，作業量を設定するための検討を行い，産業現場の労働の編成や，環境，機械･装置を健康を維持できるように計画したり，すでにでき上がった不適切なものを修正する活動が必要となる。
