The first large-scale arrests of the reconstituted Japanese Communist Party in 1928. The party, which was reconstituted in December 1926, kept its identity secret by fighting through legal organizations such as the Japan Trade Union Council (Japan Trade Union Council), the Japan Farmers Union, and the Labor-Farmer Party (Labor-Farmer Party) in the anti-intervention movement in China, which opposed the labor-farmer disputes during the financial depression and the Tanaka Giichi Cabinet's dispatch of troops to Shandong. However, at the expanded Central Committee meeting in December 1927, the party adopted a platform (the 1927 Theses) that had been prepared in July of that year, and began building organizations within factories based on the policy of independent activities instructed in the Theses. In February of the following year, the party launched new activities, such as the launch of its organ newspaper, Akahata, and nominating party members such as Tokuda Kyuichi and Yamamoto Kenzo as Labor-Farmer Party candidates in the first general election.

1928年の再建日本共産党に対する最初の大検挙。1926年12月再建された共産党は，金融恐慌下の労農争議や田中義一内閣の山東出兵に反対する対支非干渉運動を日本労働組合評議会(評議会)，日本農民組合，労働農民党(労農党)などの合法組織をとおして闘いみずからの姿は秘匿していた。しかし27年12月の拡大中央委員会で，この年の7月に作成された綱領(27年テーゼ)を採択し，テーゼで指示された独自活動の方針にもとづいて工場内の組織づくりに着手し，翌28年2月には機関紙《赤旗》の創刊や第1回の普通選挙に徳田球一，山本懸蔵などの党員を労農党候補者として立てるなど新たな活動を開始していた。
