Sahei

Japanese: 佐平 - さへい

The government system of Baekje in ancient Korea. It was the name of the first rank in Baekje's 16-rank system of official ranks, and also the name of the head of the highest central government agency. The Samguk Sagi states that the position of Sahei was established in 260, but Chinese historical sources place it after the 6th century. Towards the end of Baekje, the highest official titles of Shang Sahei and Daesahei appeared, but up until then the system of six Saheis was in place. (1) Naishin Sahei: Prime Minister responsible for conveying royal orders and handling petitions. (2) Naito Sahei: Minister of Finance in charge of the national treasury. (3) Naiho Sahei: Person responsible for ceremonial matters, perhaps equivalent to the Minister of the Imperial Household.

朝鮮古代の百済の官制。百済の官位16等制の第1等官位名であるとともに，中央の最上級官庁の長官名でもある。佐平の設置時期を《三国史記》では260年とするが，中国史料では6世紀以降とする。百済末期には上佐平･大佐平の最高官職名があらわれるが，それまでは次の六佐平制であった。(1)内臣佐平　王命の伝達，上奏の取りつぎなどを行う首相。(2)内頭佐平　国庫を管理する大蔵大臣。(3)内法佐平　儀礼関係の責任者で，宮内大臣に当たるか。
