Agreement on the Repatriation of Korean Nationals in Japan
An agreement on the repatriation of Koreans in Japan concluded in August 1959 between the Democratic People's Republic of Korea Red Cross Society and the Japanese Red Cross Society. This was the result of a movement among Koreans in Japan to realize the repatriation, which was sparked by Kim Il-sung's 1958 statement welcoming returnees. From then until November 1967, a total of 88,611 people had returned home on 155 ships. However, in April of the same year, the Japanese Red Cross Society notified the Japanese government of its intention to terminate the agreement at the end of the year, based on a cabinet decision, and the repatriation program was suspended from that year onwards. Due to strong demands from the Korean Red Cross Society and Koreans in Japan to resume the program, it was resumed in 1971 and continued until 1984, with 4,728 people having returned home. This number includes approximately 6,000 accompanying family members with Japanese nationality.
