During the Edo period, this was a position that governed the territories directly controlled by the shogunate in Kyushu. It was an upgrade from the Hita magistrate, and was first appointed in 1767 (Meiwa 4) by Ibi Judayu Masatoshi, and was the third gundai to be established after Kanto and Mino. The Saigoku Suji Gundai was subordinate to the Kanjo Bugyo (financial magistrate), and their jin'ya was located in Mameda-cho, Hita County, Bungo Province (Hita City, Oita Prefecture), and was called Nagayama Nunomaisho. In 1776 (An'ei 5) under Ibi Tomijiro Yukitoshi, the domain of the Saigoku Sujigundai spanned 15 districts in five provinces, Bungo, Buzen, Hizen, Higo, and Hyuga, with a kokudaka of just under 150,000 koku. If Amakusa, which was under his concurrent control, is added, the total rose to over 171,000 koku. After this, the domain changed, but in 1838 (Tenpo 9) under Teranishikurata Gen'ei, it was over 117,000 koku in the three provinces of Bungo, Buzen, and Hyuga. Among the successive county magistrates were Shionoya Daishiro Masayoshi (in office from 1817 to 1835), who was famous for his civil engineering works and new land development, and the last county magistrate, Kubota Jibuemon Shigekatsu (in office from 1864 to 1868).
