Born: May 17, 1865, Kanagawa
Died September 24, 1951. Yokohama politician. Due to poverty, he self-study and passed the qualification exam to become an elementary school teacher. He then served as a newspaper reporter, a member of the Yokosuka City Council, its chairman, a member of the Kanagawa Prefectural Assembly, and the mayor of Yokosuka. In 1908, he ran for the 10th House of Representatives election in Kanagawa 2nd district and was first elected. He was subsequently elected 12 times in a row and held the seat until the end of the Pacific War. In 1914, he submitted a bill to amend the election law to the Diet, and worked with students and workers outside the Diet to promote the bill's passage. He subsequently led the movement for universal suffrage and contributed to the enactment of the law. In 1924, he became the vice-speaker of the House of Representatives, and in 1929, he was the Minister of Communications, a Cabinet member, and an advisor in the Hamaguchi Cabinet and the second Wakatsuki Cabinet, respectively. He also served as the general affairs officer and secretary-general of the Constitutional Party, secretary-general of the Constitutional Democratic Party, and a council member of the Imperial Rule Assistance Political Association in 1942. He was purged from public office after the war. Author of ``The Secret History of the Universal Suffrage Movement'' (1928).

政治家。貧困のため独学で検定試験を受け,小学校教員となった。その後新聞記者,横須賀市会議員,同議長,神奈川県会議員,横須賀市長を経て,1908年,第 10回衆議院選挙で神奈川2区から出馬して初当選,以後連続 12回当選して太平洋戦争終結後まで議席をもった。 19年選挙法改正案を国会に上程するとともに同法案成立のため院外においても学生や労働者と提携して運動を進めた。以後普通選挙運動の先頭に立ち,普通選挙法制定に貢献した。 24年衆議院副議長,29年浜口内閣,31年第2次若槻内閣の逓信大臣,内閣参議,同顧問。また憲政会総務,同幹事長,立憲民政党幹事長,42年翼賛政治会評議員。戦後公職追放。著書『普選運動秘史』 (1928) 。
