Abbreviation for the Workers' Asset Formation System. Established by the Workers' Asset Formation Promotion Act (1971) to promote workers' savings and home ownership. Currently, it consists of the following three pillars: (1) The property accumulation savings system (first property accumulation system) to support and promote long-term savings made by workers with a portion of their wages. (2) The property accumulation benefit system (second property accumulation system) and property accumulation fund system to support and promote employers' contributions to the formation of workers' savings assets in addition to regular wages. (3) The property accumulation home loan system (loans provided by the Japan Housing Loan Corporation or the Employment Promotion Corporation through employers) to provide loans to workers for the acquisition, expansion, and renovation of their own homes using property accumulation savings as a source of funds, and the property accumulation loan system (third property accumulation system) with property accumulation loans as its pillars.
