A port city in the Russian Sakhalin Oblast. It is located in the southern part of Sakhalin Island (Karafuto), facing Aniva Bay, about 30 km south of the oblast capital, Yuzhno-Sakhalinsk. At the end of the 18th century, the Matsumae clan established a guardhouse here and used it as a base for managing Sakhalin, but Russia established a military base here in 1853, and it officially became Russian territory in 1875. From 1905 to 1945, it became Japanese territory again, and paper mills and other facilities were built, and a ferry operated between Wakkanai and the city. It is the largest port city on Sakhalin Island, and has industries such as ship repair, pulp and paper, and seafood processing. It is the starting point of the Sakhalin Transverse Railway. In 1995, regular ferry services to Wakkanai resumed. Odomari in Japanese. Population: 45,300 (1991 estimate).
