Businessman and politician. Born on the last day of September in the 10th year of Tenpo (New Year's Day in another book) in Iwataki Village, Yosa County, Tango Province (Yosano Town, Kyoto Prefecture). He was a member of the wealthy Yamagaya family of merchants, and ran a raw silk and crepe business. His first names were Rikizo and Shindayu, and he also called himself Jin'an. He associated with Sonno Joi patriots in Kyoto, and in 1863 (Bunkyu 3), he participated in the incident of beheading wooden statues of the Ashikaga clan, and was imprisoned in the Tokushima domain. After his release in 1868 (Meiji 1), he became a samurai of the same domain, and served as Choshigonbenji (Choshigon Benji), Governor of Iwahana Prefecture, Grand Counselor of the Tokushima Domain, Junior Councillor, and Third Class Councillor, before retiring in October 1872. During that time, he was ordered to inspect various countries in January of the same year, and mainly investigated railway businesses, returning to Japan in 1873. In 1874, he participated in the petition for the establishment of a popularly elected parliament, and later participated in the founding of the Jijosha and Aikokusha. After that, he was active in the business world, and founded many companies, including the 130th National Bank, Ou Railway, Hokkaido Transportation, Kyoto Railway, and Kokura Silk Mill, and became presidents and executive officers of these companies. During that time, he became a founding committee member of Kyodo Unyu Kaisha (Kyodo Unyu Kaisha) in 1883, and when it merged with Mitsubishi Kaisha to become Nippon Yusen Kaisha (Nippon Yusen Kaisha) in 1885, he became a director. He was appointed as a member of the House of Peers by Imperial appointment in 1871. He died on June 5, 1898.
