The name of the memorandum sent by GHQ to the Japanese government on December 15, 1945, "Regarding the Government's Guarantee, Support, Preservation, and Supervision of State Shinto and Shrine Shinto, and the Abolition of Their Propagation." It is also called the "Shinto Directive." After the Meiji Restoration, Shrine Shinto was transformed into a political ideology of Emperor worship, and was closely linked to the state as the state's ritual and national morality (State Shinto). State Shinto was made compulsory for all citizens, and not only did it deprive various religions of freedom of belief, it also hindered the development of democratic ideology and became the theoretical core of xenophobic nationalism and militarism. 1945年12月15日にGHQが日本政府にあてた覚書〈国家神道,神社神道ニ対スル政府ノ保証,支援,保全,監督並ニ弘布ノ廃止ニ関スル件〉の通称。〈神道指令〉ともいう。明治維新以降,神社神道は天皇崇拝の政治的イデオロギーに改変させられ,国家の祭祀・国民道徳として,国家と密接な結びつきを持っていた(国家神道)。国家神道はすべての国民にその崇拝が義務づけられ,諸宗教の信仰の自由を奪っただけでなく,民本主義思想の発展を阻害し,また排外的な国家主義,軍国主義思想の理論的核心ともなった。
