Also called public credit. It refers to a credit relationship in which the state acts as either borrower or lender, and is contrasted with private credit, which refers to private financial relationships. In other words, it is a general term for the lending and borrowing of funds or the credit-debt relationship between the state and the private sector, including public bonds (see also the entry on government bonds), state financial enterprises, state debt guarantees, and fiscal investment and loan activities. State credit is fundamentally based on taxes or the right to approve taxes, which is fundamentally different from private credit, which is based on the profits generated when loaned funds are used as corporate capital. 公信用ともよばれる。国家が借手または貸手となって取り結ぶ信用関係をさし,民間の金融関係をさす私的信用(私信用)と対比される用語である。すなわち,公債(〈国債〉の項も参照),国家金融事業,国家による債務保証,財政投融資活動などを含む,国家と民間における資金の貸借または債権債務関係を総称したものである。国家信用は,基本的には租税あるいは租税承認権にその基礎をおいており,私的信用が貸付資金が企業資本として使用されて生み出される利潤に基礎をおいているのとは,根本的に異なっている。
