Of the 22 private railway lines approved by the Minister of Railways Ogawa Heikichi during the Tanaka Giichi Cabinet, this was a bribery case involving the acquisition of 14 private railway lines that came to light in the 56th Diet (1928). Ogawa conspired with former Seiyukai Diet member Kasuga Toshifumi to facilitate the acquisition of private railways and the approval of new lines, and was indicted along with Hokkaido Railway President Inugami Keigoro, who was plotting to acquire the lines on the bribery side, Ise Electric Railway Director Isaka Hidegoro, who was aiming for a railway construction license, Higashi-Osaka Electric Railway founder and general representative Tanaka Genshichi, Nara Electric Railway President Nagata Tozo, who was applying for a line extension license, and Hakata Bay Railway President Ota Seizo, who solicited the acquisition of part of the line. 田中義一内閣時代の鉄道相小川平吉の裁可で認可した私鉄22線のうち,第56議会(1928)で明るみにでた私鉄14線の買収にからむ贈収賄事件。小川は,元政友会代議士春日俊文と共謀して,私鉄の買収,新線認可などの便宜をはかり,贈賄側の路線買収をもくろんだ北海道鉄道社長の犬上慶五郎,鉄道敷設免許を狙った伊勢電鉄取締役の伊坂秀五郎,同じく東大阪電鉄創立発起人総代田中元七,路線延長免許を申請していた奈良電鉄社長長田桃蔵,路線の一部買収を懇請した博多湾鉄道社長太田清蔵らとともに起訴された。
