Around 1901, Lenin used this term as a derogatory term for his former collaborators, PB Struve and others. Some say that the name was derived from their use of legal publications, but this is inappropriate, considering that Plekhanov and Lenin also used legal publications. When Marxism began to spread in Russia in the 1890s, a fierce debate broke out between it and the Narodniks. The government authorities were so afraid of the Narodniks that they relaxed censorship of Marxist literature in an attempt to weaken their power.
