A private national policy research institute on a par with the Showa Research Society. Its central figure was Yaji Kazuo. In 1933, when the Ministry of the Army asked him to draft national policy, Yaji felt the need for a comprehensive policy research organization, and in 1934, conspired with Okura Kinmochi and others, to establish the National Policy Research Society. At first, it had few members and was merely a private research group, but after Yaji was arrested in the February 26 Incident and the group was reorganized and restructured, it grew into a full-fledged research, study, and planning organization with 2,000 members and ample operating funds (financial support from the Army and Navy, as well as zaibatsu), and exerted a major influence on the drafting of important wartime policies, including the Electricity National Control Bill.
