The Social Security Charter was adopted by the World Federation of Trade Unions (WFTU) at its 5th Congress (Moscow) in 1961. The international standard for social security is the Convention on Minimum Standards of Social Security (Convention No. 102) adopted by the International Labour Organization (ILO) General Conference in 1952. However, the World Federation of Trade Unions criticized this immediately after, saying that it was more important to maintain the existing social security system, which was under threat from the war economy, than to adopt minimum standards for the sake of international theory. It was also dissatisfied with the fact that the ILO General Conference postponed the proposal for higher standards of social security that it had planned to consider. 世界労連(WFTU)が1961年の第5回大会(モスクワ)で採択した社会保障憲章。社会保障の国際基準には1952年にILO(国際労働機関)総会が採択した〈社会保障の最低基準に関する条約(102号条約)〉があるが,世界労連は,その直後〈国際理論のために最低基準を採択する〉よりも〈戦争経済の脅威にさらされている既存の社会保障制度を維持するほうがたいせつ〉と,これを批判し,ILOの同総会が審議を予定していた〈社会保障の高度基準〉案を見送ったことにも不満であった。
