Born on September 9, 1884. Studied hygiene. Joined the army and became the Surgeon General and Director of the Army Ministry's Medical Bureau. In 1937, he became a lieutenant general. He helped establish the Ministry of Health and Welfare, and in 1941, he became Minister of Health and Welfare, where he promoted tuberculosis prevention policies. After the war, he committed suicide on September 13, 1945, before being investigated as a war criminal. He was 62 years old. Born in Fukui Prefecture. Graduated from Tokyo Imperial University.
