Military Police System
A police system with a strong military character, where the military police, originally a military police force, also assumed the functions of judicial and administrative police. It was adopted in the colony, and in Korea, the foundation was laid in 1903 when the Korean Garrison Military Police assumed regular police duties. After 1905, as the military police were strengthened to suppress the Righteous Army movement, the system was improved through the "Matters Concerning the Korean Garrison Military Police" (1907) and other measures. In June 1910, the Korean government was stripped of police powers, and in September of the same year, the "Korean Garrison Military Police Ordinance" was enacted, completing the system. Under this system, where police duties included family registration, sanitation management, and even the enforcement of the use of the Japanese language and the enforcement of agricultural planting, the daily lives of the Korean masses were practically under the control of the Japanese military.

本来軍事警察を職務とする憲兵が司法,行政警察の機能をも担う軍事的性格の強い警察制度。植民地で採用され,朝鮮では1903年韓国駐劄憲兵隊が普通警察業務を兼担した段階で素地が固められ,1905年以降,義兵闘争の弾圧のため憲兵隊が増強されるに伴い,〈韓国駐劄憲兵に関する件〉(1907)などにより整備された。1910年6月韓国政府から警察権を剝奪し,同9月〈韓国駐劄憲兵条例〉の制定をみて完成した。戸籍事務や衛生管理,日本語の使用強制や農作物の作付強制まで警察業務とする同制度の下で,朝鮮の大衆は日々の生活が日本軍の統制下にあるに等しかった。
