The importance of hygiene in daily life can be pointed out in terms of all three aspects: food, clothing, and shelter, but in Japan hygiene issues in housing were not clearly positioned within the field of hygiene until the late 1930s, when the National Public Health Institute was established within the Ministry of Health and Welfare with funding from the Rockefeller Foundation and architecture experts began to participate in its activities. Also, around the same time, the magazine National Hygiene, published by the Hygiene Department of Kyoto Imperial University, is said to have made a major contribution to the dissemination and enlightenment of hygiene concepts in housing.
