The importance of hygiene in daily life can be pointed out in terms of all three aspects: food, clothing, and shelter, but in Japan hygiene issues in housing were not clearly positioned within the field of hygiene until the late 1930s, when the National Public Health Institute was established within the Ministry of Health and Welfare with funding from the Rockefeller Foundation and architecture experts began to participate in its activities. Also, around the same time, the magazine National Hygiene, published by the Hygiene Department of Kyoto Imperial University, is said to have made a major contribution to the dissemination and enlightenment of hygiene concepts in housing. 生活における衛生の重要性は衣,食,住それぞれの側面で指摘することができるが,日本で住生活における衛生の問題が衛生学の中で明確に位置付けられたのは,1930年代末にロックフェラー財団の基金によって厚生省内に国立公衆衛生院が設立されて,ここでの活動に建築の専門家が参加するようになったときであろう。また同じころ,京都帝国大学衛生学教室から刊行された雑誌《国民衛生》も,住居に関する衛生観念の普及啓蒙に寄与するところが大きかったといわれる。
