The debate over nuclear power generation involves a vast number of issues. Table 1 shows the headings of a report entitled "Nuclear Power Issues and Choices," produced in 1977 by Mitre, a leading American think tank. This report served as a blueprint for the Carter Administration's nuclear policy, and although it placed emphasis on the issue of nuclear proliferation, it shows just how complex and broad the issues surrounding nuclear power are.
