In 759 (Tenpyo Hoji 3), he copied 4,208 volumes of the entire Buddhist canon and placed them at Toshodaiji Temple, and in 780 (Hōki 11), he built the three-story pagoda of Tado-Jingū-ji Temple. In 784 (Enryaku 3), he became Daisōzu, and in 793, when Emperor Kanmu planned to move the capital, he sought the site of the new capital in Utano, Kazuno County, Yamashiro Province, together with Fujiwara no Oguro Maro and Ki no Kosami.
