Law No. 114 of 1956. This law lays down the general principles for the proper management of monetary claims, which are a type of national property. This law stipulates that national claims should be managed in a way that is in the best financial interest of the nation according to their content, and stipulates the claim management agency, the method of management (recording of claims, requesting performance, preservation of claims, etc.), as well as the standards for changing the content of national claims, exemption, and basic matters of contracts that give rise to claims. Note that this law does not apply to certain monetary claims of the nation, such as fines, penalties, and securitized claims.

昭和 31年法律 114号。国の財産の一種である金銭債権の管理の適正を期するため，管理のしかたの一般的原則を定めた法律。この法律は国の債権はその内容に応じて財政上最も国の利益にかなうよう管理すべきものとし，債権管理機関，管理の方法 (債権の記録，履行の請求，債権の保全など) のほか，国の債権の内容変更，免除の基準，債権を発生させる契約の基本的事項などについて規定する。なお，国の金銭債権のうち，罰金，科料，証券化された債権など一定のものには，この法律は適用されない。
