Security Council - Anzenhoshokaigi

This body deliberated important matters related to national defense and responses to major emergency situations, and is the predecessor of the National Security Council. In July 1986, the National Defense Council was reorganized and established within the Cabinet under the National Security Council Establishment Act (Act No. 71 of 1986). It is an advisory body to the Prime Minister regarding responses to security issues. In December 2013, it was reorganized as the National Security Council.

The organization was chaired by the Prime Minister, and its members were the Ministers of State, the Minister of Internal Affairs and Communications, the Minister of Foreign Affairs, the Minister of Finance, the Minister of Economy, Trade and Industry, the Minister of Land, Infrastructure, Transport and Tourism, the Minister of Defense, the Chief Cabinet Secretary, and the Chairman of the National Public Safety Commission, all of which were designated in advance in accordance with Article 9 of the Cabinet Law (Law No. 5 of 1947).

The matters for consultation were: (1) basic policy on national defense, (2) defense program guidelines, (3) coordination plan guidelines for industries etc. related to defense programs, (4) basic policy on responding to armed attack situations etc., (5) important matters on responding to armed attack situations etc. that the Prime Minister deems necessary, (6) important matters on responding to surrounding situations that the Prime Minister deems necessary, (7) important matters on activities of the Self-Defense Forces under the Self-Defense Forces Law that the Prime Minister deems necessary, (8) other important matters on national defense that the Prime Minister deems necessary, and (9) important matters on responding to major emergency situations that the Prime Minister deems necessary.

国防および重大緊急事態への対処に関する重要事項等を審議した機関で、国家安全保障会議の前身にあたる。1986年(昭和61)7月、安全保障会議設置法(昭和61年法律第71号)により、国防会議を改組して、内閣に設置された。安全保障問題への対処に関する内閣総理大臣の諮問機関。2013年(平成25)12月、国家安全保障会議に改組された。

 組織は、議長が内閣総理大臣、議員は内閣法(昭和22年法律第5号)第9条の規定によりあらかじめ指定された国務大臣、総務大臣、外務大臣、財務大臣、経済産業大臣、国土交通大臣、防衛大臣、内閣官房長官、国家公安委員会委員長で構成されていた。

 諮問事項は、(1)国防の基本方針、(2)防衛計画の大綱、(3)防衛計画に関連する産業等の調整計画の大綱、(4)武力攻撃事態等への対処に関する基本的な方針、(5)内閣総理大臣が必要と認める武力攻撃事態等への対処に関する重要事項、(6)内閣総理大臣が必要と認める周辺事態への対処に関する重要事項、(7)内閣総理大臣が必要と認める自衛隊法の自衛隊の活動に関する重要事項、(8)その他内閣総理大臣が必要と認める国防に関する重要事項、(9)内閣総理大臣が必要と認める重大緊急事態への対処に関する重要事項、であった。
