North Korean politician and communist leader of Koreans in Japan. Born in Ulsan, South Gyeongsang Province, his real name was Kim Hak-gi. He came to Japan in 1920 (Taisho 9), and in 1922 he became an executive committee member of the Tokyo Korean Labor League, and in 1925 he organized the Korean Labor Federation in Japan as a member of the Korean Marxist group "Ichigetsu-kai." In 1928 (Showa 3), he became the secretary in charge of the Fourth Korean Communist Party's Japan General Bureau, but was arrested and sentenced to six years in prison. After his release, he joined the Japanese Communist Party and was arrested again. In October 1945, he was released from Fuchu Prison with Tokuda Kyuichi and others, and participated in the founding of the Federation of Koreans in Japan, and was recommended as its highest advisor. He also became a central committee member, member of the Politburo, and head of the Korean department of the re-established Japanese Communist Party, and campaigned around the country to attract large numbers of Koreans to join the party. In September 1949, he fled to North Korea after the dissolution of the Korean Residents in Japan and his removal from public office. After 1956, he held positions in the Workers' Party of Korea, the Supreme People's Assembly, the Democratic Front for the Reunification of the Fatherland, and the Committee for the Peaceful Reunification of the Fatherland, but his whereabouts have been unknown since the 1970s.
