In August 1921, Kondo Eizo, Takatsu Masamichi and other members of the Xiaomin Communist Party, which was formed in Shanghai with financial assistance from the Comintern's Far Eastern Committee, distributed anti-war leaflets with the party's name on them at a large-scale army maneuver in Tokyo in November, leading to the arrest of about 40 people.
