〘 noun 〙 Compulsory lending of rice carried out by the state during the Nara and Heian periods. In the spring, kokushi loaned out the rice paid as tax, and the rice was required to be repaid after the autumn harvest with a high interest rate of 30% to 50%. The main purpose of this was to alleviate poverty and encourage agriculture, but in reality, the compulsory lending became like a miscellaneous tax, becoming a major source of revenue for the state finances and placing an excessive burden on farmers, leading them to sell their land or run away and become vagrants.

〘名〙奈良・平安時代に国家が行なった稲の強制貸し付け。国司が租として納められた官稲を春に貸し付けて、秋の収穫後に三割ないし五割の高率の利息をつけて返させたもの。救貧と勧農を主旨とするものであったが、実際には強制的に貸し付けるなど雑税のようになって国家財政の大きな収入源となり、農民にとっては過重負担となって売地や逃亡浮浪の原因となった。
