Contribution - futankin

There are two types of contributions: (1) Money imposed unilaterally by the national or local government on a person who has a special interest in a specific project carried out by the national or local government to make him/her bear all or part of the expenses required for the project. Depending on the nature of the special interest party, they are classified as beneficiary contributions, causer contributions, and damage contributions. Since they are imposed unilaterally and compulsorily, they require a legal basis. Under current laws, there are provisions regarding contributions in Article 224 of the Local Autonomy Law, Article 61 of the Road Law, and Article 75 of the City Planning Law. (2) A financial contribution that is seen between the national and local governments, and between local governments among themselves, and is to be paid in accordance with the share of expenses for a certain project when the share of expenses is determined. This includes local government contributions for projects directly managed by the national government, national contributions for the affairs carried out by local governments or their agencies, prefectural contributions for the affairs carried out by wards, cities, towns, and villages, and wards, cities, towns, and villages for civil engineering and other construction projects carried out by prefectures.

負担金には次の二つの種類がある。（1）国または地方公共団体が行う特定の事業に対し特別の利害関係を有する者に、その事業に要する経費の全部または一部を負担させるために、国または地方公共団体が一方的に課する金銭のことである。特別の利害関係者の性格により、受益者負担金、原因者負担金、損傷者負担金に区別される。強制的に一方的に課するものであるので、法律上の根拠を必要とする。現行法上、地方自治法第224条、道路法第61条、都市計画法第75条などに、負担金についての規定がある。（2）国と地方公共団体との間および地方公共団体相互の間にみられるもので、一定の事業についてその経費の負担割合が定められているときに、それに従って支出すべき金銭的負担のことである。これには、国の直轄事業に対する地方公共団体の負担金、地方公共団体またはその機関の行う事務に対する国の負担金、区市町村の行う事務に対する都道府県の負担金、都道府県が行う土木その他の建設事業に対する区市町村の負担金などがある。
