Minutes - Gijiroku

Generally, it refers to a document that records the main agenda of a meeting, as well as the status and results of discussions, but politically, it refers to the minutes of plenary sessions and committees of the National Diet and local assemblies. Plenary session minutes are distributed to each member of parliament and, in accordance with the principle of open meetings, are made available to the general public in the form of special editions of the Official Gazette. Committee minutes are printed and distributed by the committees themselves, and are also available for public viewing. Until now, minutes were published in written form, but since 1982 they have also been put into a computer database and can be searched using the National Diet Minutes Search System. However, minutes of secret meetings are recorded in the original, but may be excluded from public distribution and search systems. As television broadcasts of assemblies become more common, the idea of viewing video footage as a form of minutes has also emerged.

一般に会議の議事の主要事項ならびに討議の状況や結果を記載した文書をいうが，政治的には，国会および地方議会における本会議，各委員会の会議録をさす。本会議の会議録は各議員に配布されると同時に，会議公開の原則に従って官報の号外という形で一般国民に公表される。委員会の会議録は委員会が独自に印刷し配布しており，これも国民が入手，閲覧できる。議事録はこれまで文書で公刊されてきたが，1982年以降は同時にコンピュータでデータベース化され，国会会議録検索システムを用いて検索が可能になった。ただ，秘密会の会議録は原本には記載されるが，一般配布用や検索システムからは除かれる場合がある。また議会のテレビ中継が普及するなかでは，映像もまた，議事録の一形態としてみなす考え方が出てきている。
