…(3) Fishing Gear Mutual Aid This is a mutual aid business based on property insurance, which pays out insurance money to fixed nets, purse seine nets, and drift nets when damage such as breakage or loss occurs during fishing operations. The fishery disaster compensation system is structured in three stages (two stages for fishing gear mutual aid business): the fishery mutual aid business conducted by the fishery mutual aid associations established nationwide, one in each coastal prefecture with contributions from the local fishery cooperatives and federations, as the direct insurer, the fishery reinsurance business conducted by the national federation of fishery mutual aid associations for the fishery mutual aid associations, and the fishery mutual aid insurance business conducted by the government for the fishery mutual aid associations (implemented for both fishery catch mutual aid and aquaculture mutual aid businesses). To ensure the smooth operation of the system, a separate Fisheries Mutual Aid Fund (a special corporation established under the Fisheries Disaster Compensation Law) was established to provide loans to cover shortfalls in insurance and reinsurance payments made by fisheries mutual aid associations. In October 1982, the fund was absorbed into the Central Fisheries Credit Fund, a government-approved corporation, and its operations were taken over.

…(3)漁具共済　定置網，巻網，流し網について，これを使用する漁業の操業中に損壊，流失などの損害が発生した場合に共済金が支払われるもので，物的保険方式による共済事業。　漁業災害補償制度は，沿海都道府県に区域内の漁業協同組合および同連合会の出資により各1，全国で39設立されている漁業共済組合がそれぞれ元受共済者として行う漁業共済事業，全国段階の漁業共済組合連合会が漁業共済組合に対して行う漁業再共済事業，および政府が漁業共済組合連合会に対して行う漁業共済保険事業(漁獲共済，養殖共済の両事業について実施)という3段階(漁具共済事業にあっては2段階)の事業によって仕組まれている。また制度の円滑な運営のため，別に漁業共済基金(漁業災害補償法に基づく特殊法人)を設置し，漁業共済団体が支払う共済金や再共済金が不足する場合，これに対する融資を行っていたが，同基金は82年10月政府の認可法人である中央漁業信用基金に吸収合併され，事業も引き継がれた。…
