The term "teacher" refers to a person who holds a standard or special license under the Educational Personnel Certification Act and is employed at elementary schools, junior high schools, high schools, secondary schools, special needs schools, and kindergartens. Under the old system, a "teacher" was a regular teacher at a secondary school, as opposed to an elementary school teacher.
