...To obtain a pilot's license, a person must have at least three years of experience as a captain of a ship of 3,000 gross tons or more, undergo a certain period of practical training in the pilotage district where he/she will become a pilot, and pass the pilot examination (physical examination, academic examination) administered by the Minister of Transport. After obtaining a license, the license must be renewed every five years. Of the 39 pilotage districts designated by government ordinance, in 11 areas where pilotage is compulsory (Yokohama District, Yokosuka District, Tokyo Bay District, Ise-Mikawa Bay District, Kobe District, Osaka Bay District, Bisan Seto District, Kurushima District, Kanmon District, Sasebo District, Naha District), the captains of certain ships are obligated to have a pilot on board in order to maintain safe and efficient operation of the ship. In other pilotage districts, pilots are allowed to board at the request of the captain, so-called voluntary pilotage. ...
