…When a citizen fails to voluntarily fulfill a public law monetary debt by the due date, the state or local government uses compulsory means to achieve the same result as if the debt had been fulfilled. In the case of civil compulsory execution, the principle of prohibition of self-help comes into play, and it is necessary to request enforcement of performance by a judicial institution after a court has determined the existence and amount of the private law debt, but in the case of compulsory collection, the creditor, the administrative agency, can carry out compulsory execution itself in accordance with the provisions of the law.
