When an administrative agency makes an administrative disposition, it is to inform the other party, the private party, of the procedures for filing an appeal, such as a request for review or an objection to the disposition. Although individual laws may stipulate that administrative agencies have a duty to provide such instructions, the Administrative Appeal Act generally requires that, when an administrative agency makes a disposition that can be appealed in writing, it must inform the other party that an appeal may be made, the administrative agency to which the appeal should be made, and the period during which the appeal may be made. It also requires that the agency must provide such instructions when requested by an interested party (Article 57). Furthermore, in the event that instructions are not provided or incorrect instructions are given, the Act provides for relief for appeals that follow the instructions (Articles 18, 19, 46, and 58).

行政庁が行政処分をするときに，相手方である私人にその処分に対する審査請求，異議申立てなどの不服申立て手続を教え示すこと。個々の法律で行政庁に教示義務を規定している場合もあるが，行政不服審査法は一般的に行政庁が不服申立てをすることができる処分を書面でする場合には，相手方に対し不服申立てができる旨，不服申立てをすべき行政庁および不服申立てをすることができる期間を教示する義務を課し，また，利害関係人から教示を求められたときは教示する義務を課している (57条) 。そして教示を怠った場合，あるいは誤った教示が行われた場合に，その教示に従った不服申立てに対する救済を規定している (18，19，46，58条) 。
