…Under the Ritsuryo system, the Sanyo Road, a land route connecting Dazaifu in Kitakyushu with Kyoto, was the only major road in the country (20 horses were placed at each station), but envoys to Tang China and Silla were also sent by sea from Naniwa-tsu. Five anchorages with one-day journeys, called Gohaku, were established east of Harima: Kawajiri, Owada, Uozumi, Kara, and Muro. In the 9th century, it was decided that even newly appointed provincial governors in the provinces along the Sanyo Road would take up their posts by sea, and since sea was also a cheaper route for transporting goods such as government rice, the importance of maritime traffic increased. …
