The levels of negotiation include national negotiation, regional/local negotiation, occupational/job-specific negotiation, industry negotiation, company negotiation, factory negotiation, and workplace negotiation, but with the development of industrial unions and general unions, basic working conditions such as standard wage rates and working hours have tended to be centralized in the national union headquarters. However, there is a tendency for the importance of collective bargaining at the company/factory level to increase, where wage rates and additional pay that exceed the standard wage rate are negotiated for employment and working conditions that are more or less specific and specific to individual companies and factories, such as working conditions and working environment, development and allocation of labor resources within companies and factories, adjustment of the quantity and quality of employment, and welfare facilities. …

…団体交渉の構造は,労働市場・製品市場の制度や仕組み,労働組合の組織形態および組合内部の権力構造,それに対応する使用者側の組織と権力構造,交渉当事者間に発展してきた歴史的慣行などの諸要因によってさまざまであるが,中心的な問題は,いかなるレベル(次元)の組織が,どの範囲の労働者と使用者を代表して,なにを交渉し決定するか,ということである。 交渉のレベルとしては,全国交渉,地域別・地方別交渉,職業別・職種別交渉,産業別交渉,企業別交渉,工場別交渉,職場交渉などがあるが,産業別組合や一般組合の発展にともなって,標準賃率や労働時間などの基本的労働条件は全国組合本部に中央集権化される傾向が進んだ。けれども,標準賃率を上回る賃率,付加給は,作業条件や作業環境,企業・工場内労働力資源の開発や配分,雇用の量質の調整,福利厚生施設など,個別的な企業・工場に多少とも具体化され特定化された雇用・労働条件を交渉する,企業別・工場別の団体交渉の重要性が増大する傾向がある。…
