According to this, public servants may be suspended from work if (a) they require long-term rest due to mental or physical disability, (b) they are indicted on a criminal offense, or (c) they fall under the circumstances stipulated in the National Personnel Authority Regulation No. 11-4 (ordinance for local public servants). Examples of (c) are when they are engaged in academic research or instruction at a school or other institution, when they are invited by a foreign government or other institution to work at a related institution, and when their whereabouts or death or fate are unknown due to a disaster. …
