For example, the Asahan Aluminum Project in Indonesia (also known as the Asahan Plan, started in 1975, completed in 1981, and all facilities completed in 1984) involves the construction of a power plant with a maximum output of 513,000 kW upstream of the Asahan River in northern Sumatra, and the construction of an aluminum smelting plant with an annual production capacity of 225,000 tons in the Kuala Danjung area downstream of the Asahan River, using the electricity obtained from this power plant. However, such development and import projects must begin with the development of social capital in the host country, so they require large amounts of capital and tend to have long development periods.
