Career group - Cariagumi
Career civil servants are lifelong civil servants who make it their profession. However, when Japanese civil servants say "career," they mean candidates for executive positions who have passed the first level of the national civil service examination. The Japanese civil service system is based on the principle of entrance selection, and those who do not pass the first level examination rarely take up positions above section chief in the central government ministries and agencies. Civil servants who do not pass the first level are called "non-career civil servants" among civil servants. The personnel affairs departments within the ministries and agencies are also different. Personnel affairs for career civil servants are handled by the Personnel Department of the Minister's Secretariat, while personnel affairs for non-career civil servants are handled by the General Affairs Department of the bureau to which they are assigned. As candidates for executive positions, career civil servants are transferred to many bureaus within the ministries and agencies, up to positions such as administrative vice-minister or bureau chief, and may also be seconded to other ministries and agencies. Short-term transfers are for the purpose of training generalists, but on the other hand, the administration is stable despite frequent transfers of executives because non-career civil servants who are familiar with administrative affairs are trained.

キャリア公務員(career civil servants)とは、それを職業とする生涯職の公務員を意味する。だが、日本の公務員の間でキャリアという時、国家公務員採用試験I種に合格して採用された幹部候補を指す。日本の公務員制度は、入り口選別主義をとっており、I種試験合格者以外が、中央省庁本省の課長職以上の職に就くことは、ほとんどない。I種合格者以外の公務員は、ノンキャリア組と公務員の間では呼ばれる。省庁内における人事担当機関も異なっている。キャリア組の人事は大臣官房人事課、ノンキャリア組の人事は配属される局の総務課によって行われる。キャリア組は、幹部候補として、事務次官ないしは局長などの職に至るまで省庁内の多くの局を異動し、他の省庁に出向することもある。短期の異動はゼネラリスト養成のためだが、他方で、幹部の頻繁な異動にもかかわらず行政が安定しているのは、事務に精通したノンキャリア組が養成されているからである。
