W. Leith-Ross, succeeded in reforming the currency system and promoting the economic unification of China. The Japanese army tried to take over the warlords in North China but failed, and in November they had the notorious Yin Rugeng form the Jidong Anti-Communist Autonomous Committee (renamed the Jidong Anti-Communist Autonomous Government in December) centered around the demilitarized zone. The Nationalist government issued an arrest order for Yin as a traitor, but in December, in order to avoid a clash with Japan, they created the Jidong Anti-Communist Political Affairs Committee, which had jurisdiction over the provinces of Hebei and Chahar and the cities of Peiping (Beijing) and Tianjin, and appointed Song Zheyuan, commander of the 29th Army, as its chairman. ...
