In Japan, the term parliamentary politics is used in two different ways. In the broad sense, it is used almost synonymously with "representative politics," referring to a system in which an elected parliament (at least the lower house) holds legislative power (at least the majority of it) and is thereby able to determine the outline of national politics. In the narrow sense, it is used almost synonymously with "parliamentary politics," referring to the operation of a ministerial responsibility system, i.e., a parliamentary cabinet system. The theories of the constitutional school and the claims of the people's principle theory under the Constitution of the Empire of Japan, as well as the corresponding constitutional protection movement, were nothing more than efforts to realize "parliamentary politics" within the framework of the Imperial Constitution while assuming "representative politics."
