The scope of action (power) that the law grants to Diet members as national organs is as follows: (1) The right to propose bills (legislative powers) Diet members can propose bills and submit amendment motions on matters within the jurisdiction of their House, but in this case, the support of at least 20 members is required in the House of Representatives and at least 10 members in the House of Councillors. In the case of bills involving budgets and budgetary measures, the support of at least 50 members is required in the House of Representatives and at least 20 members in the House of Councillors (National Diet Law, Articles 56, 57, and 57-2).
