Private Virtue - Shitokusei

Japanese: 私徳政 - しとくせい

This refers to the annulment of loan and pawn contracts, etc., carried out by peasant uprisings. In 1428, peasant uprisings broke out in Omi, demanding amnesty and annulment of creditor-debtor relationships. After that, peasant uprisings became more frequent, and they often attacked creditors such as pawnbrokers and seized IOUs and pawned items. This type of private amnesty came to an end during the Momoyama period.

土一揆などが行なった，貸借，質入れ契約などの破棄をいう。正長1 (1428) 年近江から起った土一揆は，徳政を要求して，債権債務関係の破棄を行なった。その後土一揆が頻発し，質屋など債権者を襲い，借用証文や質物を奪い取ることが多かった。このような私徳政は桃山時代に終息した。
