This refers to the annulment of loan and pawn contracts, etc., carried out by peasant uprisings. In 1428, peasant uprisings broke out in Omi, demanding amnesty and annulment of creditor-debtor relationships. After that, peasant uprisings became more frequent, and they often attacked creditors such as pawnbrokers and seized IOUs and pawned items. 土一揆などが行なった，貸借，質入れ契約などの破棄をいう。正長1 (1428) 年近江から起った土一揆は，徳政を要求して，債権債務関係の破棄を行なった。その後土一揆が頻発し，質屋など債権者を襲い，借用証文や質物を奪い取ることが多かった。このような私徳政は桃山時代に終息した。
