土一揆などが行なった,貸借,質入れ契約などの破棄をいう。正長1 (1428) 年近江から起った土一揆は,徳政を要求して,債権債務関係の破棄を行なった。その後土一揆が頻発し,質屋など債権者を襲い,借用証文や質物を奪い取ることが多かった。このような私徳政は桃山時代に終息した。
