English scholar and English educator. Born the son of a shogunate official in Edo, he was adopted by Dutch scholar Kanda Takahira, traveled to the United States in 1871 (Meiji 4), graduated from Amherst College, and returned to Japan in 1879. He served as a professor at the Imperial University (now the University of Tokyo), the Higher Commercial School (now Hitotsubashi University), and the first principal of the Tokyo School of Foreign Studies (now Tokyo University of Foreign Studies), and compiled English textbooks (such as the Crown Reader for secondary schools and grammar books) and dictionaries (such as the origin of the Concise English-Japanese Dictionary), making a great contribution to building the foundations of English studies and education in Japan. It is said that his English was very natural and refined in both speeches and letters. Those who directly taught him included Natsume Soseki, Okakura Yoshisaburo, and Ueda Teijiro. He succeeded his foster father as a baron, and also served as a member of the House of Peers and as an advisor accompanying Plenipotentiary Tokugawa Iesato at the Washington Naval Conference (1921).
