...the educational control body of the former army. The Inspector General of Education was established in January 1898, abolishing the Inspectorate General of the Army, and was in charge of army education under the supervision of the Minister of the Army. With the revision of the Inspector General's ordinances in April 1900, the Inspector General of Education became an institution directly subordinate to the Emperor, and its head, the Inspector General of Education, became one of the three Chiefs of the Army, along with the Chief of Staff and the Minister of the Army.
