Official Notice - Kangiri Kudashibumi

...It was originally called Zenmidaisho Kaseisho Shimobun, but when he was appointed Seii Taishogun in 92, it became Shogun Kaseisho Shimobun, and later when he resigned as Shogun, it reverted to Zenmidaisho Kaseisho Shimobun, but in either case, as a Kamakura Shobun, it was the forerunner of important documents of the shogunate regarding the appointment of jito, chigyo annuities, confirmation of status, etc. It is said that from around the 10th and 11th centuries, there were documents called Kankiri Shimobun (documents in which the Benkan Bureau wrote out the item quantities for each office and received a decree from the Shokyo) as documents in which the Dajokan allocated tributes to each office, and Shokiri Shimobun as documents in which the Ministry of Finance requested taxes and tributes from various provinces, but these are thought to have been documents written on short strips of paper (about 25 cm long and 10 cm wide) that later came to be called tickets. From the 12th century onwards, tickets were used for the allocation of dansen coins and for tickets for the downward movement of coins, but in the case of dansen coins, they initially took the form of rususho shitabun.
