Postal offices are established under the Law Concerning the Entrustment of Postal Counter Operations (Law No. 213 of 1949), in which Japan Post Co., Ltd. entrusts postal counter operations to local governments, agricultural and fishery organizations, and consumer cooperatives, and the contractors undertake the operations. They are also called simplified post offices. In order to popularize postal counter facilities, they have been established since July 15, 1949 (Showa 24) under the Simple Post Office Law (the former name of the Law Concerning the Entrustment of Postal Counter Operations). In June 1970, the scope of contractors was expanded to individuals who met certain requirements, which led to further popularization. Initially, the contractor was the Ministry of Posts and Telecommunications, but this changed with the reorganization of the central government ministries and agencies in January 2001 and the reorganization into a public corporation in April 2003, and since October 2007, they have been subcontracted by Japan Post Co., Ltd., which was in turn entrusted with postal counter operations by Japan Post Service Co., Ltd., which was established following the privatization of the postal service.
