However, after the end of the Summer Siege of Osaka, the area had been devastated by the war, and according to the "Osaka Sangocho Nakamiotori Tatesho Denki," "Shimanouchi is now a wasteland, and Yahata, Komiya, and Mitsudera are small huts." However, Matsudaira Tadaaki, who became the lord of Osaka Castle in 1615, began rebuilding the area damaged by the war and reorganizing the city, integrating the cemeteries scattered in Tsumura, Mitsudera, Kamino-Naniwa, and other areas into Sennichimae. In 1616, Yasui Kyubei, head of the Minami-gumi, planned to turn the entire Shimanouchi area, 450 square meters, into an urban area, and four years later he further developed Kawahachicho (Soemoncho, Omaecho, Hoteicho, Kuroemoncho, Kyuemoncho, Yoshizaemoncho, Tateyoshicho, and Minatocho), and was granted permission to have entertainment venues and hold plays. From this point onwards, the urbanization of Shimanouchi progressed greatly, and by 1700 (the 13th year of the Genroku period) the number of towns had reached 63 and 1,650 houses, and together with Senba, it prospered as the centre of the commercial city of Osaka.

…もっとも，大坂夏の陣が終わった当時は戦災によって荒廃し，《大坂三郷町中御取立承伝記》によれば，〈今の島之内は荒野にて，八幡も小宮，三津寺も小庵の由〉という状態であったが，1615年大坂城主となった松平忠明は，戦災の復興と市街地の整理に着手し，津村，三津寺，上難波などに散在していた墓地を千日に統合。19年南組惣年寄安井九兵衛は，島之内一円450間四方の市街地化を図り，4年後さらに川八町(宗右衛門町，御前町，布袋町，九郎右衛門町，久右衛門町，吉左衛門町，立慶町，湊町)を開発し，遊所および芝居興行を許可された。これより島之内の市街化は大いに進み，1700年(元禄13)には町数63町，家数1650軒に達し，船場とともに商都大坂の中心として繁栄した。…
