However, from the late 1980s to the early 1990s, structural changes in the media industry and intensifying competition meant that self-regulation without legal binding powers could no longer be effective, and voices calling for some kind of legislation or legal action became overwhelmingly strong, at least in political circles. This mood was reflected in the report issued in 1990 by the Committee on Privacy and Related Issues (commonly known as the Calcutt Committee after the name of its chairman), which was established within Parliament. The majority of opinions expressed in the report were that self-regulation "of newspapers, by newspapers, for newspapers," i.e. by the industry, would not work well, but that efforts to improve the existing system should be made, so to speak, giving "one last chance."
