...The Kamakura Shogunate initially divided jurisdiction according to the status of the parties involved, and in 1249 (Kencho 1) launched the Hitsukikata as an agency exclusively responsible for lawsuits against vassals of the shogunate. However, it soon changed the system to one that divided jurisdiction according to the subject of the lawsuit, and organized the litigation system into three categories: Shomu-sata, which covered real estate lawsuits; Misao-sata, which handled movable property and credit and debt relations; and Kendan-sata. According to the Sata Mirensho, which explains the Shogunate's litigation system, the subjects of Kendan-sata were rebellion, night attack, robbery, theft, banditry, piracy, murder, assault with a sword, arson, beating, trampling, obi-satsu, daytime robbery, road disturbance, oi-ochi, onna-tori, karita, and karihata (obi-ochi and oi-ochi were types of robbery, and karita and karihata were acts of stealing crops from other people's fields), which roughly correspond to modern-day criminal cases. In the Kanto region, the institution that handled criminal investigations was the Samurai-dokoro, and when the plaintiff submitted a complaint to the Samurai-dokoro, the head of the Samurai-dokoro added a signature (writing the date and the plaintiff's name on the back of the complaint) and sent it to the magistrate in charge.
