Korean Central Intelligence Agency - カンコクチュー王ｮﾎﾌﾌ

The Korean CIA was an intelligence agency and secret political police force established immediately after the Park Chung-hee regime, which was established in South Korea (Republic of Korea) in a military coup in May 1961. It was a powerful tool in the reign of terror until the fall of the regime in October 1979. It was nicknamed the KCIA (Korean CIA) because it was created in imitation of the American Central Intelligence Agency (CIA), but its authority was far greater than that of the American CIA, and it was able to command all investigative agencies for political crimes, as well as to arrest, detain, and interrogate suspects itself. Its activities also extended to Koreans living overseas, and in August 1973 it led to the kidnapping of Korean politician Kim Dae-jung, who was staying in Tokyo (Kim Dae-jung Incident). After the collapse of the Park administration, the organization and authority of the CIA was reduced, and its main mission was changed to collecting information on North Korea and cracking down on espionage activities, and it was renamed the National Security Planning Agency (ANSP) by the Chun Doo-hwan administration in January 1981. Subsequently, in the wake of the North Korean submarine infiltration incident in 1996, the ANSP Act was amended to expand the investigative powers for crimes that tamper with the enemy, but in 1997, a case of rigging the presidential election by the ANSP was uncovered, and the Kim Dae-jung administration that came to power in 1998 drastically reduced the domestic intelligence division and changed the name to the National Intelligence Service in January 1999.

1961年5月の軍事クーデターで韓国（大韓民国）に成立した朴正煕(ぼくせいき／パクチョンヒ)政権が、その直後に新設した情報機関兼秘密政治警察。79年10月に同政権が倒れるまでの間、恐怖政治の道具として猛威を振るった。アメリカの中央情報局（CIA）をまねてつくられたことからKCIA（韓国CIA）の通称でよばれたが、権限はアメリカのCIAよりもはるかに強大で、政治犯罪に関して全捜査機関を指揮するとともに、自ら被疑者を逮捕拘禁し、取り調べることができた。その活動は海外在住の韓国人にも及び、73年8月には東京滞在中だった韓国の政治家金大中(きんだいちゅう／キムデジュン)の誘拐事件が引き起こされた（金大中事件）。朴政権崩壊後、中央情報部の機構と権限は縮小されて、北朝鮮に関する情報の収集とスパイ活動取締りをおもな任務とすることになり、81年1月、全斗煥(ぜんとかん／チョンドファン)政権によって国家安全企画部（安企部）と改称された。その後、96年の北朝鮮潜水艦潜入事件などを契機に安企部法が改正され、利敵犯罪の捜査権を拡大したが、97年には安企部による大統領選挙工作事件が発覚、98年発足の金大中政権は、99年1月国内情報部門を大幅に縮小して、名称を国家情報院に改めた。
