Japan's modern steel industry began with the operation of a Western-style blast furnace in Kamaishi (Iwate Prefecture) in 1857, but it wasn't until the establishment of the government-run Yawata Steel Works (promulgation of the Steel Works Official Regulations in 1896) that the industry really took off. The Kamaishi steelworks, despite repeated technical failures, was run by the Meiji government before becoming the privately run Kamaishi Mines Tanaka Steel Works, and its pig iron production exceeded that of the old pig iron sand production after 1894. Steel was also produced on a small scale at the army and navy arsenals using the crucible steelmaking method and the acid open hearth method.
